Apple temporarily removed watchOS 5.2 and lower version, iOS 12.3.2 and lower version, from iOS devices in July 2019. This was due to security and privacy concerns. You will need iOS 12.4+ or watchOS 5.3 if you want to walkie-talkie again on your Apple Watch.
